Job Summary:

The Family Service Coordinator & Quality Assurance Specialist is responsible for providing Early Intervention services under IDEA Part C for infants and toddlers with developmental delays or disabilities and their families, while also supporting program-level quality assurance activities. This position ensures compliance with IDEA Part C requirements, Wyoming Department of Health – Behavioral Health Division (BHD) rules, Wyoming Division of Disabilities regulations, Head Start/Early Head Start Performance Standards (as applicable), and Wyoming Child & Family Development (WCFD) policies and procedures. The Family Service Coordinator serves as the primary point of contact for families, coordinates services and supports identified on the Individualized Family Service Plan (IFSP), safeguards family rights, and promotes family-centered practices. The Quality Assurance component supports accurate documentation, data integrity, monitoring of compliance timelines, and preparation for local, state, and federal reporting.

Travel will be required as needed to support your assigned caseload. Services could include cases in Goshen, Platte, Niobrara, and Converse counties. A company vehicle will be provided for work-related travel.


Duties and Responsibilities

All duties will comply with Head Start/Early Head Start standards, DFS licensing, NAEYC guidelines, Wyoming Division of Disabilities regulations, and WCFD policies. All employees will adhere to the mission, vision, values, policies, and procedures of WCFD.

  • Ensure all duties are performed in accordance with IDEA Part C, Wyoming Department of Health – Behavioral Health Division requirements, Wyoming Division of Disabilities rules and regulations, Head Start/Early Head Start Performance Standards (as applicable), and WCFD policies and procedures.

  • Adhere to WCFD mission, vision, values, and program guidance contained in the Master Manual. Family Service Coordination (IDEA Part C)

  • Serve as the designated Family Service Coordinator for children and families receiving Part C Early Intervention services.

  • Coordinate the referral, intake, screening, and evaluation process for infants and toddlers ages birth to three.

  • Ensure families receive and understand procedural safeguards, parental rights, and advocacy resources.

  • Facilitate the development, implementation, review, and transition of Individualized Family Service Plans (IFSPs) in collaboration with families and multidisciplinary team members.

  • Coordinate and monitor Early Intervention services to ensure timely initiation and ongoing delivery in natural environments.

  • Maintain consistent communication with families to support understanding of services, outcomes, and transitions.

  • Assist families in navigating community resources, health, education, and social service systems.

  • Support families through the early stages following identification of developmental delays or disabilities.

  • Coordinate transitions from Part C to Part B or other appropriate services, ensuring timelines and documentation requirements are met.

  • Maintain accurate, timely, and complete child and family records in required data systems.

Quality Assurance Responsibilities:

  • Conduct ongoing review of electronic child files to ensure completeness, accuracy, and compliance with Part C and BHD requirements.

  • Monitor compliance timelines (e.g., referral, evaluation, IFSP development, service initiation, and transition).

  • Assist with data entry, verification, and maintenance in ChildPlus, Sped Advantage, MDAT, or other designated systems.

  • Support preparation and submission of local, state, and federal reports, including Part C data and monitoring documentation.

  • Assist with tracking referrals, caseloads, service delivery, and screening data.

  • Support completion of Part C surveys, family interviews, and follow-up documentation as needed.

  • Run and review reports related to Early Intervention, Disabilities, and Mental Health as applicable; share findings with the Director of Special Services.

  • Identify trends, gaps, or compliance concerns and communicate findings to supervisory staff.

  • Assist with staff training and technical assistance related to documentation, compliance, and data quality.

Collaboration and Communication:

  • Serve as a member of multidisciplinary and transdisciplinary teams.

  • Collaborate with Early Childhood Special Educators, therapists, health providers, and community partners.

  • Communicate effectively and respectfully with families, staff, and community agencies.

  • Participate in meetings, trainings, and professional development activities as required.

Other Duties:

  • Assist with Child Find Screenings

  • Assist with recruitment of children and families for Early Intervention services as needed.

  • Perform other related duties as assigned by the Director of Special Services or designee.

Required Skills/Abilities:

  • Strong knowledge of IDEA Part C and family-centered Early Intervention practices.

  • Ability to coordinate services across multiple systems and providers.

  • Strong organizational, documentation, and data entry skills.

  • Ability to analyze data and understand the relationship between services, outcomes, and compliance.

  • Excellent interpersonal and communication skills.

  • Ability to work independently with minimal supervision.

  • Ability to manage a flexible schedule and changing priorities.

  • Demonstrated stress management and problem-solving skills.

Education and Experience:

  • Bachelor’s degree in Early Childhood Education, Early Childhood Special Education, Special Education, Social Work, Human Services, or a related field required.

  • Experience working with infants, toddlers, and families in Early Intervention or related programs preferred.

  • Experience with data systems and quality assurance or compliance monitoring preferred.

  • Knowledge of Wyoming Early Intervention systems and regulations preferred.

  • WCFD will only accept college degrees from accredited institutions recognized by the U.S. Department of Education.

  • Must attain additional training or certifications, which may be required by Wyoming Child and Family Development, Inc.

  • Must be able to climb stairs, stoop, kneel, crouch and/or reach, to retrieve materials and supplies from ground level to a height of at least 5 ft.

  • Ability to lift and carry up to 50 pounds.

  • Must be able to assist children in emergency situations and provide first aid when needed.

Additional Requirements:

  • Employment physical and TB risk assessment prior to working with children.

  • CPR and First Aid certification within required timeframe.

  • Central Registry and criminal background check, including fingerprinting, upon hire and every five years.

  • Valid driver’s license, safe driving record, and required insurance.

  • Initial statement of health and annual health status assessment as required by WCFD.
