Family Support Provider Substitute Job Description


Job Summary:

Plan and implement home-based learning experiences that support children’s progress using the Head Start Early Learning Outcomes Framework for children birth to three. Support pregnant women in the program by providing consistent care, resources, and information for a healthy start for their newborns. Partner with parents to help them become their child’s first teacher and promote quality early childhood care through community partnerships.


Duties/Responsibilities:

All duties will comply with Head Start/Early Head Start standards, DFS licensing, NAEYC guidelines, Wyoming Division of Disabilities regulations, and WCFD policies. All employees will adhere to the mission, vision, values, policies, and procedures of WCFD.

  • Communicate with Director of Infant Toddler Instruction.

  • Recruit eligible children following ACF and WCFD guidelines.

  • Promote community awareness, partnerships, and family engagement.

  • Ensure the safety of enrolled children and families.

  • Provide services to children and families in homes, classrooms, and community settings.

  • Plan and conduct home visits and socialization activities with families using approved curriculum.

  • Support developmentally appropriate activities based on each child’s needs and abilities.

  • Offer opportunities for families to participate in research-based parenting education.

  • Partner with families and agencies to connect children with medical and dental services.

  • Monitor children’s health and development through screenings, assessments, and observations.

  • Refer families to services and ensure follow-through for ongoing support.

  • Build respectful relationships with families and understand their needs and goals.

  • Maintain a flexible schedule to meet family needs, including nontraditional hours.

  • Encourage family participation in all areas of the program.

  • Advocate for children and families in the community.

  • Attend required trainings and assist with child screenings.

  • Use developmentally appropriate classroom management techniques.

  • Maintain positive relationships with staff and the community.

  • Use a personal insured vehicle or company vehicle as required.

  • Perform other duties as assigned.

Required Skills/Abilities:

  • Must be reliable, organized and detail oriented.

  • Must possess proper stress management techniques.

  • Must have interpersonal skills to be able to meet the public and work with program staff.

  • Must be able to work with families and children birth through age 5.

  • Must be able to communicate effectively with staff, children, families, and community.

  • Must be able to work in a flexible daily routine and change as required.

Education and Experience:

  • Prefer a degree in Early Childhood Education, Child Development, Social Work, or a related field (with at least 24 early childhood credits and infant/toddler experience). Degrees must be from U.S. Department of Education–recognized accredited institutions.

  • Must have a High School Diploma or a G.E.D. and be 18 years of age (state requirements); must obtain an Infant/Toddler or Home Visitor CDA within one year of hire.

  • Knowledge of early childhood education and social service program practices preferred.

  • Training in infant and toddler health and safety practices required (e.g., SIDS prevention, allergies, medical concerns).

  • Strong interpersonal and organizational skills required.

  • Bilingual English/Spanish preferred but not required.

  • Must possess visual acuity and stamina to read technical material for extended periods of time.

  • Be able to sit, stand or walk for long periods of time without fatigue or discomfort.

  • Must be able to travel to site locations, meetings and trainings, both in and out of state.

  • Must be willing to drive in a variety of weather conditions.

  • Must be able to hear and process ordinary conversation and telephone conversation.

  • Must be able to tolerate air-conditioned buildings and fluorescent lights.

  • Must be able to climb stairs, stoop, kneel, crouch and/or reach, to retrieve materials and supplies from ground level to a height of at least 5 ft.

  • Must have upper body strength to lift and carry the equivalent of 50 pounds.

  • Must be able to assist a child to safety in case of an emergency.

  • Must be able to work in a variety of temperatures including hot and cold weather.

  • Able to tolerate possible exposure to biohazards, i.e., body fluids, etc.
