Fiscal Specialist/Payroll Job Description


Job Summary:

Performs general accounting duties, assisting the Payroll Department with the accurate and timely management of the accounting functions and financial operations of Wyoming Child and Family Development, Inc.


Duties/Responsibilities:

All duties will comply with Head Start/Early Head Start standards, DFS licensing, NAEYC guidelines, Wyoming Division of Disabilities regulations, and WCFD policies. All employees will adhere to the mission, vision, values, policies, and procedures of WCFD.


Assists the Payroll Department in general accounting duties as assigned. These may include the following:

  • Payroll processing

  • Completing financial reports

  • Paying and issuing bills

  • Training reimbursements and expenses

  • Accounting statements and other paperwork required by accounts payable

  • Assists with processing of terminations

  • Makes photocopies; mails, scans, and emails documents; and performs other clerical functions

  • Files documents into appropriate employee standard and online files

  • Assists or prepares correspondence as requested

  • Prepares new-employee online files

  • Makes recommendations regarding Personnel Policies, their updates and/or additions

  • Performs other related duties as assigned

Required Skills/Abilities:

  • Computer experience/knowledge required

  • Proficient in Excel

  • Required experience with fiscal duties and responsibilities

  • Must be able to organize and follow to completion projects and tasks assigned by management.

  • Must be able to communicate effectively

  • Must be able to work in a flexible daily routine and change as required.

Education and Experience:

  • No minimum Education requirements but must be experienced with Fiscal duties or outstanding experience in Business Administration, Accounting, Computer Information Systems or other related fields.

  • Wyoming Child & Family will only accept college degrees from accredited institutions recognized by the U.S. Department of Education.

  • Ability to read technical materials for extended periods of time.

  • Ability to sit, stand, or walk for long periods without fatigue or discomfort.

  • Must be able to travel to various sites, meetings, and training sessions, both in-state and out-of-state.

  • Must be willing to drive safely in a variety of weather conditions.

  • Capable of hearing and processing both in-person and telephone conversations.

  • Must be able to work in a variety of temperatures, including hot and cold weather.

  • Ability to work in air-conditioned buildings and under fluorescent lighting.

  • Must be able to climb stairs, stoop, kneel, crouch and/or reach, to retrieve materials and supplies from ground level to a height of at least 5 ft.

  • Ability to lift and carry up to 50 pounds.

  • Must be able to assist children in emergency situations and provide first aid when needed.
