Payroll/HR Specialist

Job Summary:

The Payroll/HR Specialist supports the financial and human resources operations of Wyoming Child & Family Development by assisting with payroll processing, accounting tasks, and HR functions. This role helps maintain accurate records, supports benefit administration, facilitates employee relations, and upholds organizational standards and regulatory requirements.


Duties/Responsibilities:

All duties will comply with Head Start/Early Head Start standards, DFS licensing, NAEYC guidelines, Wyoming Division of Disabilities regulations, and WCFD policies. All employees will adhere to the mission, vision, values, policies, and procedures of WCFD.

  • Assist with payroll processing and general accounting duties.

  • Complete financial reports and manage accounts payable documentation.

  • Prepare accounting statements and related paperwork.

  • Perform electronic filing and maintain organized HR records.

  • Manage insurance enrollments, changes, and terminations.

  • Assist the HR Manager with general HR duties and employee relations.

  • Support the administration of health and welfare plans by preparing documentation, coordinating enrollments, and ensuring timely processing of changes.

  • Assist the Fiscal Department with payroll and insurance documentation to ensure accurate records and proper deductions.

  • Follow established HR procedures that align with WCFD’s mission, vision, and goals, and escalate decisions to the HR Manager when needed.

  • Ensure HR activities comply with applicable laws by maintaining accurate records and supporting compliance audits.

  • Provide front-line customer service by responding to employee inquiries and directing complex issues to appropriate HR staff.

  • Help communicate HR processes to leadership and staff and assist with implementation under the guidance of the HR Manager.

  • Coordinate the FMLA process by collecting documentation, tracking leave, and ensuring timely communication with employees.

  • Maintain I-9 documentation and files, ensuring completeness and compliance with federal regulations.

  • Utilize and manage multiple HR and payroll software platforms to ensure accurate data entry, reporting, and compliance across systems. Troubleshoot issues, coordinate updates, and support staff in navigating digital tools effectively.

Required Skills/Abilities:

  • Computer experience/knowledge required.

  • Must be able to organize and follow to completion projects and tasks assigned by HR Manager or designee.

  • Must be able to work with families and children birth through age 5.

  • Must be able to communicate effectively with staff, children, families, and community.

  • Must possess proper stress management techniques.

  • Must be able to work in a flexible daily routine and change as required.

Education and Experience:

  • Prefer prior experience with computers and general office settings.

  • Ability to work in air-conditioned buildings and under fluorescent lighting.

  • Must be able to climb stairs, stoop, kneel, crouch and/or reach, to retrieve materials and supplies from ground level to a height of at least 5 ft.

  • Ability to lift and carry up to 50 pounds.

  • Must be able to assist children in emergency situations and provide first aid when needed.
